Study the time line.
The Buyer’s Credit Card company pays you in November 2009.
There is a (mistaken) chargeback by the customer. The Buyer cancels the chargeback.
The Buyer’s Credit Card the re-bills the Buyer and pays you around February 17 (see the buyers affidavit and credit card statements supplied previously).
You are treating this as a chargeback. It is not. The Buyers credit card company has paid you. You are applying the wrong waiting period to the wrong scenario. This is a failure on PayPal’s part to reconcile the account. The Buyer and Citibank (the Buyer’s credit card company) want to have you paid.
Just because you are good at being a hammer, does not mean that everything is a nail.
